Bring about two cups of water to a boil. Cut the potatoes in quarters and place in boiling water, and boil until tender to the fork (about 10 minutes). Make sure to keep ¼ cup of potato water and drain the rest. Place potatoes in a bowl with pressed garlic, green onions, sour cream, butter, cheese and begin to mash with a potato masher until everything is incorporated but not totally smooth. Add flour, potato water, salt and pepper (to taste) and mash thoroughly until smooth. Place in a greased baking tray, top with bread crumbs and bake in oven for 30 minutes.
