Preheat oven to 350 degrees.
In a large, deep (at least-12 inch) coverable oven-safe frying pan sauté garlic and onion in 1 tbsp olive oil on medium high for about two minutes with a pinch of salt and ground black pepper.
Add the rice and sauté for an additional 2 minutes.
Add the milk, salt, dill, parsley and ground black pepper, stir and bring to a slow rolling boil.
Cover and lower hear to medium low and let simmer for 15 minutes. Meanwhile season the mahi mahi fillets with some salt and pepper.
After 15 minutes, quickly place the mahi mahi fillets on top of the rice and cover. Lower the heat to low and let sit for another 10 minutes.
Carefully break the fillets up into large chunks, add the broccoli, cheeses and lemon juice and carefully mix everything thoroughly until everything is evenly incorporated.
Top with breadcrumbs and place in oven for 10-15 minutes.
Broil until a little golden brown (about 3 minutes).
Drizzle some hot pepper sauce on top and let sit for 5 minutes before serving.
